Listing instances with DurableTaskClient.GetAllInstancesAsync() is more than twice as slower than with IDurableOrchestrationClient.ListInstancesAsync() about durabletask-dotnet

This is probably caused by the overhead of running out-of-proc, which involves an additional gRPC hop since the implementation of this API needs to call into the Functions host to invoke the provide code that does the query. I unfortunately don't think this something we can fix easily.

Do you need Skip and Top specifically, or would an API that takes a continuation token work?

Continuation token would work either, but it would require making changes on DfMon's client side. Which is, of course, possible to do.
