Error opening HackingSTEM_EmulatingHumans.xlsm

I am looking at this lesson: https://learn.microsoft.com/en-us/training/educator-center/instructor-materials/build-machines-that-emulate-humans. When I try to open the downloaded Excel file, I get the following error:

You do not have credentials that allow you to open this workbook. You can request updated permissions from https://aka.ms/confidentialextended.

When I request access, I get the following error for my account:

....[account] can't be found in the microsoft.sharepoint.com directory

This repo is missing important files

There are important files that Microsoft projects should all have that are not present in this repository. A pull request has been opened to add the missing file(s). When the pr is merged this issue will be closed automatically.
