flag to not use entire 11x11 grid

The 11x11 grid sums over a lot of pixels that are basically zero. I wonder what the smallest array we can get away with is? Libralto+ use a 5x5 grid, which seems too small to me, but it seems to work for them. We should have a flag to let the user decide what they want to use.

interpolation in tensorflow

I couldn't find a bivariate interpolation routine in tensorflow like scipy.interpolate.RectBivariateSpline, so that we can parametrize data-driven models.

Interpolation into the Kepler pixels should be an integration

The call to "evaluate" right now inside of call returns an interpolation of the PRF model onto the Kepler grid. But this is just going to take the value at a discrete point. The PRF is small and quickly changing relative to the size of a Kepler pixel. What we really want is the PRF integrated over that pixel, which is going to be substantially different in some cases!
