Investigate sporadic/benign failures of new member added workflow

the new member added workflow regularly displays failures when reviewing github action logs, however these failures dont seem to be causing problems even though at the surface, they appear that they should cause problems.

The workflows that fail indicate there was a git reference problem and unable to push new repository, yet in each case I have looked into, the member repository is created and appears to be working fine, so while in any case the error needs to be fixed, it needs to first be investigated to determine cause and impact.

create action to handle eventually consistent badgr assignments

at least currently the badgr api responds so slowly to new badge assertions that the API call to create the assertion typically times out before creating a response. It does however seem to reliably provision the badge, so while the initial API call will time out, if you wait a few minutes and check, the badge will have been properly provisioned. We currently handle this by providing the certificate requestor with a link to the organization page for the badge where they can easily search to find their badge assignment once it is ready. While this is functional, its not ideal and makes it difficult to automate the process of posting the credential to the member repository page, which is important.

we need to either find a way to get reliably fast responses from badgr, or create logic to handle verification and member page updates with specific assigned badge url and details through a delayed mechanism that can compensate for the slow API response.

Proposal 1:
Have the completion certificate workflow, as a final step, open a repository dispatch API call to another new/not-yet-defined workflow that will run a pause/check/pause/check looping workflow to give a few minutes for an API query to respond with the new badge assertion, and if it continues to time out after a reasonable period, initiate a ticket. If the API query responds with the json for the new assertion, the workflow could then update the member repo with the new badge url and details and notify the member.

Proposal 2: Have a daily job that runs that pulls the list of all assertions for the badge, and verifies that recipients of assertions have the badge accurately reflected in their member repo. A big challenge with this proposal is that it doesnt have a good way to handle instances where the server both does not respond to the request and also does not actually provision the assertion, where this could be more easily handled in Proposal 1.

render button or link to destination url on blog single pages

currently the autogenerated cards on the blog list page link directly to the external URL, so the user is never directed to the blog single page. However when a user clicks on a blog type from a taxonomy list page, they are directed to the single page for that blog, which currently does not provide any link to the external blog

Because taxonomy pages are currently implemented as multi-type, it is not desirable to link taxonomy list page cards to external URL's as types other than blogs should not have that behavior.

The proposed solution is to use the external url front matter value to have hugo generate a link or button to the external target on each single blog page, for cases when a user may be directed to a single blog page.

the member record update workflow currently only updates the member record on the member page and on admin-private repo. It needs to also restub the member page files for the twitter and linkedin usernames and for the first and last name displayed on the homepage
