After considering it, I think this is not essential to the v1 release. I do think it's an interesting use case, and we should continue to consider doing it. But it doesn't need to be part of v1.

Once upon a time, service workers were updated when any of its dependencies included via importScript() changed but this is not required by the spec and is no longer possible. A simple solution is to include the SHA of the resources used on import scripts so:

importScripts('subresource.js');

Becomes

importScripts('subresource.js' /* xxxxxxxxxxxxxxxxxxxxxxxx */);

Where xxxx... is the SHA for the subresource.
