UI Glitches in Webinterface

Jumping button group in overview

It should be possible to create tags without any automatic matcher rules

Empty document results in infinite import job

Worse, after a restart of the server, shreddr seems to continue where it stopped, and no further documents are processed.

Fix default config

Currently new configurations do not use the default config parameters anymore.
This has to be fixed.

I think this was broken by the move from one library to another.
