Higher frequency TWC detector data not coped with... branch TWC-high-freq

It looks like numpy 1.13 breaks a lot of the processing modules. Rolling numpy back to 1.12.0 (pip install numpy==1.12.0) solved the problem for the moment.

Just flagging up this well known issue that there are around 25 modules which still call fortran routines, and these make the codebase dependent on Intel Fortran
