nmd:validate fails after initial clone because .berkshelf/cookbooks does not exist yet.

I hit this when I initially downloaded the repo and ran nmd:validate. I later ran nmd:build and that downloads the cookbooks and resolves the issue.

I see two possible solutions:

  1. In nmd:validate, if .berkshelf/cookbooks doesn't exist, download them first (or at least generate the directory).
  2. Use ~/.berkshelf instead.
    #2 won't solve the issue by itself because it's possible that a user account hasn't used berkshelf yet, so it would still throw an error even though everything else in the json was valid. #1b would solve the issue quickly without requiring the cookbooks to download first.

Perhaps there is even a 3rd option (create .berkshelf/cookcooks and commit to the repo, then simply add all directories in .berkshelf/cookcooks to .gitignore).
