Set up the CI pipeline with Travis and Heroku.

• add a travis.yml file and have it pass a build
• configure travis so that it deploys successful builds to Heroku as follows:
  dev -> staging
master -> production

Configure the app to project to use docker for setup environment/testing automation and maybe even production deployment if it helps Heroku(?)

Figure a way to provide a single config file and provide all the others(sensitive data) via environment variables. This includes providing some sane default for local dev deployment.

• Add the necessary dependencies for DRF
• Add some placeholder interface for now
• Remove all redundant django code and depenedencies

Ideally there should be no HTML in this project 😏

Make the settings agnostic of the Email backend. Make it possible to unobtrusively switch between Django standard backends such as SMPT and Anymail
