EPGs are not getting created in APIC and VMs are not getting IPs

After the workaround mentioned in #1.

VMs are not getting IPs from the network mentioned while booting it up. And No EPG is getting created for the network in APIC

VMs are going into Error state

Steps to re-produce:

1. Enable aci_opflex plugin (version: 0.2.2 , package version: 2.0.0) in fuel node.
2. Deploy OpenStack disabling "Use pre-existing external network" under ACI OpFlex plugin section of settings section
3. Boot a VM

Getting below ERROR in neutron server.log
Mechanism driver 'cisco_apic_ml2' failed in update_port_postcommit

Getting below Error in nova-conductor log.

Workaround:

Both the neutron OVS agent and OpFlex agent were alive. So a stop the newtron OVS agent.
