Unofficial Patch for Metro for Steam skin

This unofficial patch for the Metro for Steam skin fixes bugs with current version of the skin, implements newly added Steam client features and adds optional ones for customizable productivity and aesthetics.

Additional details and feedback are available on the MetroSkin Steam group. Installation instructions can be found on the Steam discussion thread.

Fixed some additional annoyances like the settings page, close/ minimize buttons and the "hamburger menu" hosting 2 menus in 1. I've opted to remove one of them and combine some useful function of the other into the main one. This also fixes the hamburger menu not being in the center and too far to the left on Windows 11 (not sure about Windows 10).
