Support several spies

The game shall correctly process game with multiple spies.
There are following requirements:

1. Amount of spies can be selected in the game settings
2. Amount of spies cannot be less than 1 and greater than amount of half of players minus one
3. Players shall be notified about total amount of spies
4. If one spy wins, spy team wins
5. If all spies were discovered, spy team loses

Bot shall be able to start game from chat

Very complex feature.
Currently players can join to the session by entering the ID.
The idea is to allow bot to start game for everybody from chat when bot is added to the chat.
The are limitation in the Telegram on obtaining list of chat participants, so some heuristics and business logic shall be created.
For example, collecting participants id by monitoring chat

Implement translation

All strings in this game are in Russian language.
As a user I want to be able to switch language.

There are few subtasks to do this:

1. Move all text strings to separate file
2. Implement class to read string from specific file by string ID
3. Replace all hardcodes strings by getting them using class above
4. Add language settings option
5. Changing language in the settings shall change used translation file
