Sinhala: sub-optimal placement of repaya in complex conjunct

In the word ආර්‍ය්‍ය, the repaya glyph is currently being placed above the yansaya glyph. It would be better to place it immediately above the consonant that logically follows repaya (i.e. the full ya glyph). Perhaps this is best illustrated by the output of hb-view from the HarfBuzz master branch. Here is how the text ආර්‍ය්‍ය (0D86 aa; 0DBB 0DCA 200D repaya; 0DBA ya; 0DCA 200D 0DBA yansaya) renders in NotoSansSinhala-Regular.ttf (md5sum: b177716c7ff95c385902dba9d3b0b5ad):

Compare this with how the same text is rendered with the LKLUG Sinhala font (e.g. in Debian/Ubuntu package fonts-lklug-sinhala; md5sum: 96b2f06cf1cf4e436ec46198d4bc61f2):

aaryya_lklug

According to one native speaker, both renderings are understandable but the LKLUG rendering is preferred.

Glyph overlap issue

The version of Noto Sans Sinhala from this repository have some glyph overlaps issue, compared to the version from https://fonts.google.com/noto/specimen/Noto+Sans+Sinhala when shaped with USE.

Issue

With HarfBuzz >= 4.4.0 (where Sinhala is shaped through USE) and the font from the repo:

hb-view NotoSansSinhala/unhinted/variable-ttf/NotoSansSinhala\[wdth\,wght\].ttf "ශ්‍රී ලංකාවේ ප්‍රධාන ජාතිය"

Compared to the font from GF:

hb-view Noto_Sans_Sinhala/NotoSansSinhala-VariableFont_wdth\,wght.ttf"ශ්‍රී ලංකාවේ ප්‍රධාන ජාතිය"

DirectWrite output is similar to HarfBuzz in both cases.

Sinhala: Standard vs Alternate forms for `Da`

By default Noto Sans Sinhala uses alternative consonant+matra forms of 'Da'

After a discussion on this for another font project, with @pushpananda, a Sinhala type designer, we think the standard form is much better for reading in smaller sizes, readers are used to the standard form. Noto could have the other form glyphs as alternate set.

THis is a unicode level problem to my knowledge. Has been Documented in the 
attached pdf.
