swift-format: A full installation of Xcode.app 11.0 is required to compile about homebrew-formulae

Can you try installing with the previous version of the formula, which targets Xcode 10.2?

Thanks for trying that. I'd forgotten that @NSHipster/swiftformat changed its upstream after the project moved from Google's fork. You might be able to adapt that Xcode 10.2 version by pointing the git source to master instead of the format branch.

Unfortunately, I don't have much time to investigate this right now, and probably won't before Xcode 11 goes GM. Sorry I can't offer more assistance.
