Invalid formula when running 'brew tap'

I had this already installed, but I uninstalled and reinstalled. Then the error came up. Reproduced by doing:

brew untap nshipster/formulae
brew tap nshipster/formulae

This is reproducible with a fresh new install as well in a new laptop.

swift-format: A full installation of Xcode.app 11.0 is required to compile

I've tried

brew install nshipster/formulae/swift-format

and got following error

swift-format: A full installation of Xcode.app 11.0 is required to compile
this software. Installing just the Command Line Tools is not sufficient.

Xcode 11.0 cannot be installed on macOS 10.14.
You must upgrade your version of macOS.

Is there a way to install it for OS X 10.14 ?
