Foot Locking Replication about alsreplicated

Detailed description of issue
Foot locking error can also be caused in single player, needs prior resolution before replication concerns can be handled with accuracy

Issue tested with
Unreal Version 4.24.3

Steps To ReProduce
1: Open AnimBP for Character
2: Enable Footlocking (bool "Foot Locking Enabled?")
3: Play the ALS_DemoLevel in single player
4. Climb up onto any column in the outer wall
or
4. Enable Ragdoll (X)
5. Disable Ragdoll (X)

Expected Results:
Foot locking working in single player and multiplayer server but not multiplayer client

Actual Results:
In single player and multiplayer client/server legs in endless spin like a ballet dancer but with static upper body (as per above video but standing rather than crouched)
