Replace PUGI w/ ofXML aka Poco::XML

If I recall, the reason we are using PUGIXML (as opposed to tinyxml) is the lack of xpath support. I believe that Poco::XML / ofXML supports xpaths sufficiently for PG and I'm wondering if it would be possible to replace PUGI with Poco::XML to keep the dependencies minimal. Here's the key method (afaik):

highlight state

buttons and clickable objects should have a highlight state

addons organization

the addons selection page should be organized w/ core vs non core separated

more css like

the margin is a start to giving css like properties to things in the gui. it would be great to make this easier to type (for example, having a style string, etc). There's certain features to text boxes (min width, min height, etc) that are useful.

drag and drop

get drag and drop working for regions

dashed line is wonky

the dashed line is being calculated each frame, so it's twinkling on scroll events. Can it be cached? (it might be useful to identify if a region is dirty / changed)

scrollbar interaction

the scrollbars are wonky -- they should be have an on and off state and handle interaction when the mouse is not in the scrollbar itself.
