check_python_module fails when name of pypi package is different from the name of the python module
Concretely, there are several pypi packages that provide a z3 module: the z3 package and the z3-solver package.
And these two modules have totally different contents.
Currently, it is not possible to check that z3-solver is installed
required dummy cpp file for python+pybind project
currently, a python+pybind project needs to have a dummy .cpp file so cmake will not complain that the set of files to compile is empty (*.pybind.cpp files are managed in another set).
It would be nice to remove this requirement
