I'm not sure this is necessary, depending on how widespread WebGL support is. But it's also useful when the shader won't compile because of platform differences. Idea for implementation:

• switch to relative url paths for JS and CSS files
• now that paths are relative, we can load the generated page in headless selenium at generation time
• with selenium, loop over the figures, make them fullscreen and save screenshots

Generating image fallbacks should be optional because it will slow down generation considerably, which is bad for the edit/preview workflow. Also consider adding an option to re-use any existing image fallbacks, that way we can delete it if we want it to be regenerated, and otherwise it doesn't slow down generation.
