XInput wrapper library should be pure Lisp

I wrote a quick facade library in C so that we can start playing with the 
XBox360 controller sooner, but in the long term, it would be nice to remove the 
dependency on the C code, since the XInput library can be wrapped directly.

Does not build any more - issue with CL:POSITION

I get this when trying to build:
