Add the ability to manage issue labels in a repository - could work basically the same as repository labels, except they need a color argument too

Example usage:
github-repo-normalizer --organization pajlads --exclude pajlads/manuallymanaged --exclude pajlads/anotherone

Just a quick FYI that README.md states:

The standard is configured in a single json file (see example.config.json).

However, the file is titled config.example.json. I tried to push a PR with this change but hit a permissions issue.
