gradle `bootBuildImage` fails due to paketo-buildpacks/bellsoft-liberica about bellsoft-liberica

Java 19 was removed because it is not an LTS release and is no longer supported. We cannot continue shipping upstream dependencies that are EOL and not receiving updates so they are removed. Because it is non-LTS we do not do a major version bump.

Options forward:

1. Update to Java 20.
2. Fix your buildpacks on https://github.com/paketo-buildpacks/java/releases/tag/v9.1.0. That is the last release that will ship Java 19. See here for an example.

This might have been introduced by #383, but why wasn't the upgrade labelled a new major version, if that is the case?
