In the 1.20.4 it should be in "/config/paper-global.yml"
And look like this:

The velocity settings do not exist in 1.8 as the entire feature is predicated on changes mojang made to the protocol in 1.13, so there is no option for such in 1.8 paper. I would generally guess that you connected directly to the offline mode paper server instead of through the proxy, as the proxy would not allow you to connect to it with 1.8 when using modern forwarding.
