Clarify the role of HIV Info 4.0 in the technical target architecture

From the Target Architecture View, there are some questions / doubts about the target role of HIVInfo. These should be clarified and transported to the architecture

Reconcile architecture to include HIVInfo 4.0 as ultimate target

Check security issues and library dependencies and lifecycle

e.g. in our Globits implementation we use an older version of log4j that does not have the the latest security issues.
However, that version is obsolete, EoL and should be upgraded.

We should also establish the github dependabots and surrounding procedures (i.e. who has the role of security manager, etc.)

Data Migration from POS to CS system

Add Case Record model artifact to the "functional" view in the diagram

and link to ImplementationGuide data model when available

Add functionality to validate incoming data - or more generically document data quality chain

Ensure link between OpenHIE VN HIV Case Reporting FHIR IG and the Architecture

We should be able to cross-check and follow issues between the IG artifacts and the Architecture artifacts.

Add a component in the architecture diagram (functional and technical) for duplicate data interception

Once we have the case record uniquely identified (via UUID or via identifying attributes like SystemID, PatientID, TimeStamp), we can intercept data and avoid adding duplicate data.
For example, if a system updates the ART section, but doesn't change the CD4 results, the CD4 results should not be re-imported.
This functionality needs to be added in the functional and technical diagrams, as components/nodes.
