Currently Switchy auto-apply the last user selected profile when Chrome starts, 
so even 
if someone reset the proxy settings, Switchy will restore it to the last value 
set by 
user at start.

Not really.  This is because throughout the day, even if I used Switchy to 
direct 
Chrome to use Proxy A, every 10 minutes or so, my Network at work would come 
and change 
my OS to use Proxy B.  This, in turns, changed Switchy and Chrome to Proxy B.  
Although 
your 'Quick Switch' feature makes it easy to switch back with a single click, I 
was 
hoping that once I've told Switchy to use Proxy A, even if the OS (or IE Proxy) 
has 
been changed to Proxy B, Chrome remain at Proxy A as per Switchy.

Let me know if you need additional clarifications.  I'll be glad to explain it 
further.

Actually Chrome uses IE proxy settings and don't have its own yet, so this 
problem is 
expected.
Though, I added a new option which may help a lot in your case.
To try it do the following:
 - Open Options page.
 - Select General tab.
 - Check these two options and save:
   * Monitor proxy changes.
   * Revert proxy changes done by other apps.
 - Now Switchy will automatically revert an change occured in proxy settings.
