Export switch rules to file about switchy

These options has been added In version 1.5.0 (not released yet):
 - Export Switch Rules to a PAC file.
 - Export Switch Rules to a Switchy! Rule List file.
 - Import Switch Rules from Switchy! Rule List url (supports AutoProxy Rule Lists). 
 - Make a full backup of Switchy! options (including Proxy Profiles and Switch Rules).
 - Restore Switchy! options from a backup file.
