Try to reinstall "VS2015" with custom settings.
Make sure "Programming Languages" > "Visual C++" > "Common Tools for Visual C++ 2015"is checked.

I'm pretty sure you didn't install is as it stands for "VC" part of VS2015.
Note that now you should have both C++ Build Tools 2015 and VS2015 installed.

Well, instead of reinstall the 10GB block (nightmare for my 5mbps web connection), you can create a new project in VS2015 and let it install for you (Templates > Visual C++ > MFC)

install Visual Studio 2015
and add
C:\Program Files\Microsoft Visual Studio 10.0\VC\bin
to your path if it is not exist

For some reason, I don't have a folder containing the "cl.exe".
I have a Microsoft Visual Studio 12.0 folder at Program Files, and Microsoft Visual Studio 11.0 and 12.0 folders at Program Files (x86). The two at (x86) both contain a "VC" folder, but they don't have a "bin" in them.

From a clean start point, I followed the first "Step by step guide for installing chainer (Windows): (Tested on Win10 64-bit, python 3.5)" when I only had C++ Build Tools and NOT Visual Studio 2015 installed. That did not work at all when running the server.
I then uninstalled Chainer (using "pip uninstall chainer") and followed the "Step by step guide for installing chainer (Windows/anaconda3): (Tested on Win10 64-bit, Anaconda 4.3.0 with Python 3.5, Visual Studio 2015 Update 3)" part. This is where I get the nvcc fatal : Cannot find compiler 'cl.exe' in PATH error.

Is there anywhere I fucked up? I've made sure I installed the C++ packages when installing Visual Studio 2015. Yet, I am still not able to locate any cl.exe files.

That should be C:\Program Files (x86)\Microsoft Visual Studio 14.0\VC\bin depending which VS you have installed. For example, I found "cl.exe" for 11.0, 12.0 and even 14.0. If you're using 32-bit Windows, remove the "(x86)"

the path should be found in
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Microsoft SDKs\Windows\v10.0 after installation.
I do not have a 32bit windows. Is the UCRT path different as well?

Even after installing VS Build Tools, VS 2015, VS 2015 Update 3, cl.exe simply doesn't exist on my PC.

What was your VS 2015 install option? "Install windows 10 SDK" and "C++ tools" should be checked.
Also, is it precisely C:\Program Files (x86)\Microsoft Visual Studio 14.0\VC\bin exist
but cl.exe just not present in the folder?

Thanks a lot assisting me so far.
All the C++ tools and Windows 10 SDKs are installed, according to the VS 2015 installer.
I have a C:\Program Files (x86)\Microsoft Visual Studio 14.0 folder, but inside is only a folder named XML (C:\Program Files (x86)\Microsoft Visual Studio 14.0\XML\Schemas\1033).
This is really weird.

I got it to work, guys. All the VS packages were located at my C disk, but the VS 14.0 was in a totally different one. My bad.
Thanks a lot for the help. I wouldn't know that the VS folder was the problem if you didn't narrow it down to that. Cheers!
