Option to wait and retry to get the mergeable status

When asking Github for the mergeable_state, it will return an "unknown" for a short period (<1 min) if it's been a while since the PR was opened. To clear those unknowns up, the script can wait and refetch the mergeable_state to get the actual state.

Improve message / options when no open pull requests

Currently, when there are no open pull requests found, the slack message is just "Open pull requests" with no content/attachments. A few thoughts here,

  1. This could be improved to say "No open pull requests" or similar
  2. A CLI option could be added to avoid sending a message at all when there are open pull requests
