"error code: 1020" about sigtool

Seems the requests to download daily.cvd and main.cvd are being blocked by the upstream firewall provided by Cloudflare. Can't really do anything about that unfortunately, but at least, the particular error message in question shouldn't appear anymore, with a much more concise message being now displayed instead, like so:

$ php SigTool.php md
 Downloading main.cvd ... Fetching "main.cvd" blocked by upstream firewall at line "355"! SigTool terminated.

I've also ditched phar from SigTool, using Zip instead, and the consequent corruption warnings shouldn't appear anymore either (since it'll just terminate immediately at that point in the execution, if the files fail to download properly).

Still more work to do before tagging the next release, but it should be okay to close this issue now, at least.

Whoops.. Was meant to implement a Tar handler, not a Zip handler.. That's what I get for being distracted by other things and not paying close enough attention. '<.<

Anyway, easy to fix. I'll do that now.
