Move all sources from com.github.poslegm.scalaphash to scalaphash.

Domain name in scala packages is obsolete rule.

• Create .scalafmt.conf
• Enable scalafmt on compile
• Format all files

Check what happens if there is an error. It is possible to make Try/Option wrappers to hashing methods results.

Current algorithm calculates zero DCT distance for attached images. It is not correct.
