Start new Django Project

This project is empty, we want a new Django app with the following specifications:

• Uses latest Django 5 version
• Uses DRF (Django REST Framework) to define API endpoints
• Uses django-allauth for authentication
• There should be one endpoint at /healthz/ that just returns status 200
