for now, there are two functions CreateTag and AddTag in mysql/article.go
we should:

• use SetTags instead of pure insert
• add tag should insert when tag word not exits
• update related functions/flow in service and test/repository

refactor service layer to make it compatible with sql layer

create my.cnf for docker and test usage, which should use less memory

when generating orm related methods by sqlboiler, a database is need to run first

• create/reuse test-container for real database testing
• needs a separate executor
• start db docker before generating db methods
• stop the db docker after finishing the process
• run all the process from makefile
