Bump to biom-format 2.1.14

The current staging environment is using biom-format 2.1.12. Would it be possible to relax that constraint and use 2.1.14? There are some valuable performance and bug fixes in the newer micro release

2018.2 environment files missing 'name' field

The new yaml format environment files for version 2018.2 are missing the 'name' field. If you run conda env create with -p to specify an environment path, you cannot use -n to specify the name, and you thus get the error 'SpecNotFound: Can't process without a name'

Add docs to clarify this repo vs github.com/qiime2/distributions

I checked this repo for new env files, and found them in this new qiime2/distributions repo!
