Consider using Scala for parts of the compiler

I'm much more productive and comfortable writing Scala, so here are some thoughts:

1. The Truffle DSL annotation processor can only operate on Java sources (AFAIK). If we don't need any specialization or specific code generation, we could just express all our Truffle nodes in Scala.
2. We could keep the Truffle portion of the language in Java, and call out to it from Scala. That way, the annotation processor can run on the Java sources.
3. Writing out the parsers in Scala (with cats-parse) and the type checker would be way easier.
4. Testing in Scala with munit is way better.
5. Gradle has a pretty decent Scala plugin that interops with Java very well.

Explicit type annotations in let
