Add license notice to top level

Hi,

Thank you for releasing the code!

Do you think it will be good to add a license file in the top-level directory?
I checked and the dependencies seem to all be using the MIT license.
Another alternative would be the AGPLv3 license.

If you are OK with it, I can make a pull request...

However, I have encountered some difficulties in the process of reproducing Lumos, and I would like to ask for your help.
The devices I am using are Raspberry Pi 4B and iPhone 11, the iPhone's system version is iOS15.4. When I run the node.js file, I successfully establish a Bluetooth connection between the Raspberry Pi and the iPhone, but the runtime interface stays at "BLE stateChanged to . PoweredOn". The iphone app interface also has no detected device information.
