Manifest version 2 has been retired, needs to be updated to version 3

I received the following error today, referencing line 2 of manifest.json.

Manifest version 2 is deprecated, and support will be removed in 2023. See https://developer.chrome.com/blog/mv2-transition/ for more details.

If I change version 2 to version 3 in manifest.json, I get the following error:

Failed to load extension
File: ~/Downloads/habitica-sys-msgs-cleaner-extension-master/habitica-system-messages-cleaner-extension
Error: The background.scripts key cannot be used with manifest_version 3. Use the background.service_worker key instead.
Could not load manifest.
