Clarification on usage

In your blog post you gave a very nice run through of how this works. However, I'm a bit confused as to how it actually works correctly.

You set up your server but only add a superuser.

You set up your client and add a user to the client.

My understanding is that the server has all of the user credentials and authorized resources on the client. I've tried this by adding a user to the server, thinking that the server is the source of accounts via the custom provider. But the client doesn't seem to use accounts added to the server. If you are adding users to only the clients, then what is the point of having the server?
