Not a maintainer, but as far as I am aware RAPIDS only works on Linux, see the RAPIDS release selector:
https://rapids.ai/start.html

From your C:\Users\ path I gather you are working on Windows.

Edit:

Just to confirm, on Ubuntu 20.04 conda manages to find the packages and resolve the depencies (just now):

Yeah this is only supported on Linux currently

There's a blogpost on using RAPIDS on WSL, which may provide an alternative path forward

Edit: It should also be possible to use cupy version 9.0.0 (since it came out)
