Not a maintainer, but as far as I am aware RAPIDS only works on Linux, see the RAPIDS release selector:
https://rapids.ai/start.html
From your C:\Users\
path I gather you are working on Windows.
Edit:
Just to confirm, on Ubuntu 20.04 conda manages to find the packages and resolve the depencies (just now):
(base) hilsenst@itservices-XPS-15-9500:~$ conda create -n cucim -c rapidsai -c conda-forge/label/cupy_rc -c conda-forge cucim cudatoolkit=11.2
Collecting package metadata (current_repodata.json): done
Solving environment: /
Warning: 2 possible package resolutions (only showing differing packages):
- conda-forge/noarch::decorator-5.0.9-pyhd8ed1ab_0, conda-forge/noarch::networkx-2.3-py_0
- conda-forge/noarch::decorator-4.4.2-py_0, conda-forge/noarch::networkx-2.5.1-pyhd8ed1abdone
==> WARNING: A newer version of conda exists. <==
current version: 4.9.2
latest version: 4.10.1
Please update conda by running
$ conda update -n base -c defaults conda

Yeah this is only supported on Linux currently
There's a blogpost on using RAPIDS on WSL, which may provide an alternative path forward
Edit: It should also be possible to use cupy
version 9.0.0
(since it came out)
