PHP 8.0 Support

Blocked by eloquent/phony#250

Edit: Phony now works with PHP 8, but the test/expectation frameworks used throughout Recoil projects don't. I am considering returning to PHPUnit since it's most likely to be maintained going forward.

Reintroduce `select()` type operation(s).

The API now has methods for reading and writing to streams, however there are situations where it's necessary to know that a stream has become readable/writable without actually transferring and data (for example, when using UDP).

This may be possible by using read/write with empty buffers / zero size. We could also introduce completely new operations such as wait($stream, READABLE | WRITABLE), or stick with a select() operation that parallels stream_select().
