Update to python 3.7 environment

Due to many issues with Windows, and the fact that python 3.5 is not a great version to keep supporting, change base python version to 3.7

Also, evaluate whether conda-forge packages could work better, getting around some of the Windows peculiarities...

Resolve Windows issues

Apparently, Windows 10's Anaconda is lately not working well with the Visual C++ libraries, causing the environment to not work on Windows. Investigate and resolve
