That the heated bed doesn't turn off is normal when the temperature reading is lower then target temperature. So the question is what your error in the configuration.h file is. Without the config I can't say what is wrong, but the most common error is changing this:

or to add the Arduino pin id there. */

Ofter users set this to a pin number which is wrong.
For the fan try using
#define SIMULATE_FAN_PWM
from repetier-firmware.
I read the comment above that HEATED_BED_SENSOR_PIN 1 and did not change that. I definately wanted to, many many times! Lol. Ok, I'll look at the SIMULATE for the fan, but I didn't change that either way? So, any tips how to confirm I have the right pins.h setting for my heater input?
