You are right. The 4th value in MAX_FEEDRATE gets always overwritten by the max. feedrate value of the current extruder. The value is still needed, because the value is used to initialize the array correctly, but the value has no meaning. I will make a comment in the config to not confuse users with the double value.

... or you can only delete the 4th value in Configurations.h:

    #define MAX_FEEDRATE =  {20000, 20000, 240}

In Repetier.ino line 168:

  float max_feedrate[4] = MAX_FEEDRATE; ///< Maximum allowed feedrate.

should create an array for 4 values and only initialize the first three.
