Recent changes to the way the version.json file is requested means we are now polling for this file when in development mode. Currently, when this plugin is run, it simply tries to write the file to disk. However, when we are running the Webpack Dev Server, this needs to be written to memory.

Objective

If we are in the Webpack Dev Server environment, this file should be written to memory in order to resolve correctly.
