make Python wrapper class

Long-term, this project is to be converted entirely to Python. However, we've been unable to solve the riddle on Python pde solvers thus far, and still rely on Matlab's. So, with the new spin_transport_simulation class developed in Matlab (still under construction), I propose we make a "mirrored" Python wrapper class spin_transport_simulation that effectively turns the Matlab class into a zombie and controls it.

First it can just be a UI. Then, as it develops, it can start to overwrite each property of the Matlab class, starting with the easy ones like constants and ending with the solver itself.

I think we can use the same repo for now. I don't know if we'll abandon the Matlab version eventually, but that will probably make sense at some point.

fix "performed" experimental parameters (missing tPfunc)

sim_params_rugar.m has the function tPfunc defined, but sim_params_performed does not and throws an error
