vpn.server.routing.private_network.* should support >1 entry

Currently the paramter vpn.server.routing.private_network.0 only permits a single private network cidr range to be provided. In some situations a user will want to provide more than one.

If this is configured through the GUI it results in sacli output like the following:

  "vpn.server.routing.private_access": "nat",
  "vpn.server.routing.private_network.0": "172.16.1.0/22",
  "vpn.server.routing.private_network.1": "192.168.1.0/22",

There are other config options which are actually arrays:

  • sa.initial_run_groups.0
  • vpn.server.group_pool.0

They should also support more than one option
