when cli act as server, it sends NewSessionTicket directly after Finished
According to RFC 8446, the server should send NewSessionTicket message after receiving client's Finished message.
However, when run "./cli -c /path/to/certificate.pem -k /path/to/private-key.pem 127.0.0.1 8443", the server sends NewSessionTicket message directly after Finished message without waiting for client's Finished message
