I am not getting a hit on my local proxy for just this one request. I have tried setting env variables like http_proxy, https_proxy, node proxy etc. I came to this report since this was causing npm install elm to fail behind a http proxy. Please note that, if I try npm install elm, I get hits for all http requests except this one on my local proxy. Also this is unrelated to the bintray issue(1), as I tried changing host URL in install.js(2) to same result.

On an Ubuntu 16.04 LTS, http proxy is honoured correctly. I am able to replicate only on macOS.
