Thanks. So we only have to remove the optional Perl::MinimumVersion dependency
from b-keywords.

Hmm, cpan does not know about this Perl::MinimumVersion dependency. The META's are clean.
Just one extra test tries to load it, which might fail. Then this test is skipped.
This test is only done with IS_MAINTAINER or .git.
So I dont really see the problem.

It's a problem if someone wants to build/test/install from a git checkout.

I don't see that problem. When testing it has it.
Build and install is independent
