B::Keywords depends on Perl::MinimumVersion depends on PPIx::Utils depends on B::Keywords.

When B::Keywords won't install via cpan/cpanm because of failing tests, none of the dependencies can be installed without doing cpanm --force B::Keywords first.

Hello - this was on Windows btw though I guess arch is not relevant here.
