0 hours in en_US localization

Hi!

When using the default en_US localization, the noon time is displayed like this: Today at 0:08 PM. From customers input, I understand that the american way is to display it as 12:08 PM - not zero.
The format tokens section example on the main page actually shows no zero:
h 1 2 ... 11 12
Is current behavior correct? How to achieve this using default localization?

`isSameLocalWeekAs` should use default localization's weekStart by default

Both .endOfLocalWeek() and .startOfLocalWeek() use Moment.defaultLocalization.weekStart as the default week start when called on DateTime. It should be the same story for is .isSameLocalWeekAs()

[Enhancement] Global localization

It would be nice to be able to define a localization globally. A syntax like

Moment.setGlobalLocalization(Locale());

Wrong output in timeZoneFormatted when time zone offset is negative

If hous is negative, the output looks like "--5:00" instead of "-05:00"

weekDaysNamesShort in custom localization

Hi,

How can I set custom weekDaysNamesShort like in monthNamesShort in custom localization?
For example, in Hebrew it is not good to display the first 3 chars of the full weekday name.

I just noticed the startOfLocalWeek method. Maybe the above is not the problem.

Can u support Chinese ?

Localisation can be singletons

As there's no use for having multiple instances of same localisation class, it's better to follow singleton pattern in all localisations.
